Monte, a kind-hearted dog lover from Pensacola, Florida, signed up for what was supposed to be a short-term foster. Just one week with a puppy from the shelter. But when 10-week-old Pepper, a chocolate Labrador with dreamy blue eyes, curled up in his arms and dozed off like they’d known each other forever, Monte knew this wouldn’t be a typical foster story.

From the moment Monte brought Pepper home from Santa Rosa County Animal Services, something special happened. Within the first hour, the little pup had completely melted into his chest, snoozing peacefully. For Monte, who already has two retired bomb-sniffing shepherds, it was a heart-melting moment. “She fell asleep like she’s known me her whole life,” he said.

Pepper quickly made herself at home. She played joyfully, fit right in with his older dogs, and exuded a warmth that made letting her go seem almost impossible.

A Tough Choice for a Bigger Mission

As much as Monte adored Pepper, he knew he had to make a tough decision. His heart wasn’t just devoted to her—but to all shelter dogs. Monte regularly fosters and volunteers for “doggy day-outs,” giving shelter pups a much-needed break from the noisy, stressful kennels.

But Monte knows this sweet pup won’t struggle to find a forever family. “She’s so sweet and cute—I don’t see her having a problem,” he said with a hopeful heart.
