When rescuers first laid eyes on Norma, it was difficult to even tell she was a dog. The tiny Shih Tzu had been found wandering near a gas station in Pennsylvania last December, covered in layers of matted fur so thick they hid her entire face.
The Good Samaritan who spotted her quickly brought her to the Pennsylvania SPCA (PSPCA) Danville Center, where staff members were shocked by what they saw.
“She was severely matted and had a ruptured tendon in her back leg, as well as severe eye abnormalities,” PSPCA later shared in a Facebook post. “There was no question that this tiny pup had been suffering for some time.”
A Painful Past and a Long Road Ahead

One of the staff members at the PSPCA still remembers the moment she met Norma.
“My heart sank when I laid eyes on her,” she told The Dodo. “I immediately scooped her up and ran her over to our clinic to begin the process of dematting her.”
Though Norma was clearly in pain, she showed extraordinary patience and trust. The mats were pulling at her skin, but she remained calm while staff worked carefully to remove them.
Once clean, Norma was examined by the veterinary team. Sadly, her eye damage was severe, and the vets determined she would need both eyes removed to end her suffering.
The Start of a New Life

Norma underwent surgery and was placed in the care of an experienced foster mom who helped her navigate the world as a newly blind dog. Over the next three months, she not only healed physically but also emotionally.
“The timid dog I met turned out to be one of the snuggliest dogs I’ve ever met,” her rescuer said. “She just wanted to lay on laps and warm them. She craves to be held, petted and loved.”
Her inner light began to shine through—and soon, it was time for her next chapter.
A Forever Home Full of Love
The PSPCA was determined to find Norma a home where she could be truly cherished. As it turns out, the perfect match was already waiting. A local woman who had recently lost her beloved Shih Tzu was looking to adopt a dog in need.
“She was a Shih Tzu lover who had recently lost her little one,” PSPCA said. “We knew she was the one.”
Today, Norma is thriving. Her new mom keeps in touch with the shelter, sharing updates and pictures that show a completely transformed dog—relaxed, happy, and deeply loved.
“She is living her best life,” the PSPCA said. “Norma hit the lottery.”
