Utility workers were inspecting a site in Kansas when they stumbled upon a heartbreaking sight—Phelps, trapped and barely clinging to life inside a sewer drain. Nobody knew how long he had been there, swimming through contaminated water just to survive. Miraculously, they pulled him to safety and took him to a local pound.
