$10 Million on ‘Transgender’ Mice Ignites Outrage

Conservative lawmakers zeroed in on taxpayer-funded experiments that drew widespread condemnation. In February 2025, Representative Nancy Mace, a South Carolina Republican, chaired a House Oversight Subcommittee hearing titled “Transgender Lab Rats and Poisoned Puppies: Oversight of Taxpayer-Funded Animal Cruelty.”[1]

Mace highlighted how the White Coat Waste Project exposed more than $10 million spent on creating transgender mice, rats, and monkeys through invasive surgeries and hormone therapies.[1] She detailed a $2.5 million study on the fertility of these altered mice and $1.1 million for research on female rats given testosterone to mimic transgender men, testing overdose risks from a party drug linked to “chemsex.”[1] Federal funds also supported forcibly transitioning male monkeys to assess HIV susceptibility, despite monkeys’ natural immunity to the virus. These revelations fueled calls to end such practices.

From Fauci’s NIH to Broader Agency Scrutiny

The National Institute of Allergy and Infectious Diseases, once led by Dr. Anthony Fauci, faced particular criticism. In 2021, it allocated $1.68 million to force-feed toxic drugs to beagle puppies aged 6 to 8 months before dissecting them.[1] Public pressure, including from Mace and other lawmakers, prompted the cancellation of a follow-up $1.8 million experiment in 2022. The White Coat Waste Project, founded in 2011, played a pivotal role by portraying these studies as fiscal irresponsibility.[2]

Overall, the U.S. government spends over $20 billion annually on animal experiments across agencies like the NIH, FDA, USDA, VA, and Department of Defense.[1] Critics argued many projects lacked relevance to human health. This scrutiny extended beyond NIH, targeting what activists called “DEI grants” for ideologically driven research.

Trump Administration Delivers Tangible Cuts

The administration canceled nearly $28 million in federal grants for animal testing by September 2025. The Veterans Administration ended all primate research on neurological disorders, alcoholism, and mental health issues.[3] The National Institutes of Health began phasing out experiments with dogs, cats, and primates, though some projects continued with animal care funding intact.

The FDA advanced a paradigm shift, eliminating requirements for animal testing in antibody therapies. It adopted AI-based modeling, human organ lab tests, and real-world data instead.[4] The EPA, under Administrator Lee Zeldin, recommitted in January 2026 to phasing out mammalian testing by 2035, building on a 2019 policy delayed under Biden.[5] These steps reduced mammal testing by 30% by 2025 in some areas.

Praise Flows from Traditional Adversaries

Animal rights organizations, often at odds with conservatives, lauded the changes. PETA senior vice president Kathy Guillermo stated, “PETA applauds the FDA’s decision to stop harming animals and adopt human-relevant testing strategies for evaluating antibody therapies.”[4] The group called for ending all such tests, including on monkeys at federal primate centers.

White Coat Waste senior vice president Justin Goodman praised FDA Commissioner Makary and EPA Administrator Zeldin for resuming Trump-era progress.
